for a speedtech? hell .. depends. xD if you can after the boost make the player slow down, so that it's still speedtech, yes. ;)

Can you post another hint or another pic ? :| Edit : Plymouth (Montserrat), but one of your hint was wrong, it's not a Capital City, it's a Capital Territory, Capital City would be London in this case imo. I disagree; Montserrat is a country...
