how about this :

a filter so that only one track per user enters the BOTW; the track with the most awards. Is this too out of the question? I dunno, because I don't have the time, but I'm sure there's users out there who are up and coming and getting drowned out because Mr.DVD's throwaway tracks are taking up half of the best of the week. I remember I only got any attention back in TMO because people back then were fair and also because this kind of problem just didn't exist back then. All it takes is a small adjustment for the sake of fairness.

Hell, if I'm late, this stuff happened the majority of TMU's latter years.
