Downloading KO tracks

I've tried to download some KO tracks, but it didn't work.
I get this message:
This track cannot be downloaded. This is most likely due to a restriction on the authors account.

f.e. on this track:
http://tm.mania-exchange.com/tracks/67579/ko3-schlaand

The status is released. Does it mean it was already used in a KO, or is it still blocked to keep it secret?

The download of KO tracks is blocked by default for everyone other than the MX staff.
In this case is the status "released" not that interesting, as the download is blocked by the group and not the status.
As far as my knowledge reaches, all KO maps are released but just put in a different mapgroup.
