While terraforming is allowed, only blocks that have contact with the base ground can be placed. This means that you can't build on the terraformed ground except to go back to ground level.

No, no and no. If the only limitation was "put a pillar in its general area" it would be no limitation at all.
Let me make this completely clear:
All blocks have to be in the ground. TM2 doesn't have bridge blocks so there's no concession in that regard. This implies that you can't stack blocks on top of each other, because the stacked block is not on the ground but on another block*. Stadium tunnels are allowed, because they're technically in the ground. Same with water-side blocks on Valley or hillside roads in Canyon (which is a concession I make purely because the terraforming slope they're carved on starts on the ground). At the same time, if a block can't be placed on the ground it can't be placed for this MTC (unless you use blockmixing to force it into the ground, that's permitted).
If you're worried about scenery, remember that terraforming is allowed, even if you can't put blocks on terraformed ground. Plus, not all scenery has to be "crowded arena flooded with signs and lights". And actually, stadium has
really tall blocks, you can try to use those for scenery if you want to as long as they're on the ground.
Also, btw, been reading the post of the original thread to see concessions and stuff in case I missed anything and I had missed this one, so including it now: If a block has several heights and can't be placed in the ground but is tied to the ground (say Stad Inflatables), it must be placed at its lowest possible height. I think there aren't many more blocks like that in TM2, but it's important to make things clear.
*The reason this is allowed for objects is because if you copy a block that has an object sitting on top of it, the selection grabs both.
