[Due some people still don't know how, but we'll fix it with this little Tutorial]

Be sure you enabled file extensions, otherwise you'll struggle with this all here

Now let's start
1. Upload ur .zip of the skin to Dropbox
(it works well for me, but also GDrive should work and some other cloud storages > I wouldn't suggest to use one, where you have to success a captcha to log-in, due mostly the locator doesn't work then!)
2. When it's uploaded, there's an option called "Share" (or release? EN isn't my own language) or "Create link" or something else, that other people can download your file (I'll continue with the example of Dropbox)
3. > in the folder of your skin (in this case TM2 Stadium car)
\Documents\ManiaPlanet\Skins\Models\StadiumCar
you create a txt file, and rename it, that the txt file has the same name like your skin .zip
3a. example, my car is named
Woof.zip , my txt file also needs to be called Woof.zip
!BUT you add .loc to it, to tell TM that it's a locator

Woof.zip.loc
4. then you can edit this
.loc file, like a normal txt one, paste there the link of step
2.
(example link from dropbox, won't work, so don't try to use it)

and edit the
https (= http) and the
dl=0 (= dl=1 -> its like a command which tells dropbox to auto download the file to the cache and let appear the skins ingame for all the other player)
and it should look like this
http://www.dropbox.com/s/123456789/Woof.zip?dl=1
now just save it, close the windows, and play TM with the skin you made the locator for
