[Forum] Trying to reply to a locked thread

When you try to reply to a locked thread, here on the forum, you get the .Net error message, with the correct explanation "Sorry, this thread is currently locked". A better handling of this exception should be... nicer?

No .NET error, just a message. Should probably just disable the post reply button (and change text/icon to locked) for non-mods.

Users will now get a disabled "Locked" button, instead of a "Post Reply" button.
Moderators get the same button, but can click it to reply to a locked post (you'll get a warning you're doing that in the post screen).
