This is a great question.
I assume that, for the most part, the track itself and the neighboring parts will act as the scenery. Lighting is indeed an issue. That is why I wrote in the rules that you should add lights wherever possible, even if the part seems well lit while building the map. If it gets too dark in some parts, we can always add an MT trigger to turn on the headlamps.
One thing is for sure. A lot of coppers will already be used up with just the track parts, so people should probably keep scenery within their part to a minimum. Just do whatever is necessary to make your part of the map look complete and make it your own. Do NOT build any scenery or signage outside the 5x5 area, or it will only get deleted.

This is a great question too. You're going to have to trust me a little on this one. I'll try to fit together the parts in such a way that they flow the best and the speed works out okay. That's part of my job as the organizer and the map compiler. The parts are not being added to the final map chronologically. For example, I may start with part 14 and then add part 3, and then part 22, etc. I will mix and match parts until I find a good and natural configuration for all parts.
