Lot of people use Imageshack and few of them had any problems with it, then I think it's a "reliable surce for the signs".

Please clarify what "the rule of the cars is ON" means in this rule:

Try to avoid blind passages/confusing ways/cuts/bugs and don't forget that the rule of the cars is "ON"

I think it means that the use of "O" to hide opponents during the cup will be disabled. So you will be forced to see the other drivers. This rule is a common one in many online competitions.

The knowledge that "O" will be disabled may affect how you build the track.

Eyebo answered you, then don't build tight passages, dark section or something else to keep the map easy to play with many cars.

Do you think you might provide a link to at least some "demo track" which would show us what type of track you want?

If you want to see which type of track we want, I advise you to play ESWC-2012 tracks. It's the type of map that we want.
You also can wait the release of the 1st packmap to see "demo track" and you'll be able to do a nice map for the next edition
