I like this idea actually. Sure it wouldn't have clear restrictions, but the votes could be higher or lower, depending on how well the theme is respected :)

Theme Idea [Not a big Budget]  
I had an idea for a theme :

:build: The player must use every blocks contained in the building pannel and to become more spicy, every blocks must be placed only 1 time (1 finish, 1cp, 1 circle cp, ....) Some blocks like Roads (1-1-1) or decorations blocks (maybe a list oh them) could be placed 10 times but not much.
:build: F1 environement are not considered as blocks (you can fill the entire space of the stadium by water or dirt)
:build: The map will contain less than 25 jumps.
:build: The map must be Rp (i mean i don't want to see some roads flying in the sky by God's wish ;) )

Theme name: Parallel
Theme:
All maps must have their CPs facing the same direction.
All CPs must be respawnable
No CP should be facing the wrong direction relative to the race line.

This is both incredibly hard to police and incredibly easy to cheese, since being incompetent enough will eventually result in you fucking your car up. That is, unless tracks are provided with a replay and you can check that it is indeed the intended route and not the author being ebin.

So sorta like the "waiting in line" one but with more leniency on CP placement? Fair enough, will have in mind.
