It is clear that the sound is coming from the fan. It's a pity that something so cheap can merit a replacement. If you can take the noise, and the computer is functioning properly, you'll most likely be okay. If you're experiencing graphics problems, then it's time to replace the card or contact the manufacturer. Also, have you ever tried cleaning out the computer with a can of compressed air?
