could it be possible that there 10 blocks count for the road the scenery is extra? custom titlepacks allowed but custom blocks not allowed?

I thought two weeks was enough. If there are some others in the next 3 days asking for more time, I can extend the deadline. That's a very easy thing. I simply need to change a number ;)
