I'm not sure how it works honestly. But if it numbers the replays like maps (with an ID), you could order it by time first and then by the lowest ID (so if 2 times were the same it would then order by whoever got it first). Honestly it might do this...

I think the problem isnt easily fixed like that im guessing the problem is how the replay system calculates replay score when the times are tied to the thousands might be wrong =)
